Then, their reward must not raise in order to attract overseas educational level graduate students intention. However, if developing country, such as South Africa government hopes to have enough graduate students to be supplied to local labour market. It needs to find methods how to raise teachers' teaching effort in primary, secondary and high schools in order to train them to own enough teaching effort to teach next young generation's learning need. Then, their developing countries; high -educational level graduate students number will be raised to supply in local labour markets. It will bring benefits to local employers who can reduce wage/salary to reward overseas job applicants ( staffs cost reducing benefits) to bring economic development benefit when it avoids local businesses' failure risk, due to they have no enough expenditure to employ many overseas high educational level employees to fill their organizations any high education level positons in long term.In conclusion, developing countries' human resource development needs to be improved or revised, if there are many employers feel need to pay very high salaries to attract and select overseas high education level job applicants to fill their organizations' any high educational level positions. However, local high education development must need to revise in order to help many local students have chance to enter schools to learn to earn high education level knowledge to prepare to do any domestic employers; high education level jobs in themselves organizations. Then they will not need to raise high salary level to compensate rewards to their countries themselves local graduate students, when themselves countries have excessive high educational level graduate student applicants number supplies to domestic labour market to let local employer to choose.
